Activities of Union Council

Functions of Union Parishad

The Local Government (Union Parishad) Ordinance, sections 30, 31, 32 and 33 of 1973 deal with the functions of the Union Parishad. The functions of the Union Parishad are basically divided into five parts. Municipal councils work on municipal, police and security, revenue and administration, development and poverty alleviation and justice in the union area.

Section 30 of the Judicial Acting Local Government (Union Parishad) Ordinance, 1983 deals with municipal functions. Municipal functions are divided into compulsory and optional functions. However, in addition to these functions, the government may instruct all or certain union councils to perform different duties. The government can also give responsibility to the union council through any other law. Compulsory functions of Union Parishad are 10 and optional functions are 38. Compulsory functions

Maintains law and order and assists the administration in this regard.

Takes various measures to curb crime, disorder and smuggling.

Performs activities in agriculture, tree planting, fisheries and animal husbandry, health, cottage industries, irrigation, communication etc.

Expands family planning activities.

Develops local resources and ensures their use.

Preserving public property such as roads, bridges, culverts, dams, canals, telephones, electricity etc.

At the union level, it reviews the development activities of other organizations and, if necessary, makes recommendations in this regard to the Upazila Nirbahi Officer.

Encourages people to use hygienic toilets.

Registers births and deaths, the blind, the beggars and the destitute.

Conducts all types of censuses.

Optional functions

Union Parishad arranges and maintains highways and highways.

Maintains public spaces, open spaces, gardens and playgrounds.

Provides lighting on highways, highways and government places.

Plantation and conservation of trees in general and planting and protection of trees especially on highways, highways and government places.

Maintains and manages cemeteries, cremation grounds, public meeting places and other public property.

Arranges accommodation for tourists and saves it.

Controls highways, highways and government places and prevents unauthorized entry into those places.

   Stops and controls the nuisance of the people, the roads, the designated places.

Supervision of rivers, forests, etc., development of hygienic system and other measures for the cleanliness of the Union.

Collects and removes dung and road waste.

Controls criminal and dangerous business.

Removes and controls dead animal carcasses.

Controls animal slaughter.

Controls the construction and reconstruction of buildings in the Union.

Controls dangerous buildings and structures.

Provides and maintains wells, water taps, reservoir ponds and other water supply works.

Take steps to purify drinking water sources and prevent contamination.

Prohibition of use of water from wells, ponds or other sources of water suspected to be harmful to public health.

Prohibits or restricts bathing, washing of clothes or bathing of animals in or near wells, ponds or other places supplied for drinking water.

Shawn, jute or other plants are prohibited from wetting wells, ponds or other places near or near water supply reserved for drinking water.

Prohibits or regulates skin coloring or tanning in residential areas.

Prohibits the extraction of stones or other objects by digging soil in residential areas.

Prohibits or regulates the construction of bricks, earthenware or other furnaces in residential areas.

Makes a list of livestock or other animal sales.

Organizes fairs and exhibitions.

Ensures public festival observance.

Provides response to fires, floods, hailstorms, storms, earthquakes and other natural disasters.

Helps widows, orphans, the poor and needy.

To promote sports.

Works for industrial and social development, co-operative movement and development of rural industry and encourages people to participate in these fields.

Takes measures to produce extra food.

Works on environmental management.

Provides control and maintenance of cattle pens.

Arranges first aid centers.

Arranges libraries and libraries.

Increases cooperation with other organizations engaged in activities similar to those of the Union Parishad.

Assists in the development of education under the direction of the Deputy Commissioner.

The Union takes other measures necessary for the safety, comfort or convenience of the residents or visitors.

Union Parishad carries out 4 social, economic and developmental responsibilities under municipal and development work. E.g .: communication

At the village level, the developers of Rastmaghat are the responsibility of the Union Parishad. The Union Parishad builds and maintains roads, pools and culverts to transport goods and products to market. The Union Parishad took initiative to provide electric lights on the side of the road for the convenience of the people. The union council planted trees on both sides of the road and encouraged the people. The Union Parishad Upazila Agriculture Officer will contact the concerned organization regarding the purchase of seedlings of different species of trees by the villagers. The Union Parishad encourages the people about the benefits of planting fruit trees and medicinal plants.

 Education, agriculture, health and family welfare

The Union Parishad is responsible for the development of the village primary school management, the encouragement of school-going children to go to school and the implementation of various educational programs of the government. Union Council on the basis of actual survey
